Finales Arangement After Qualifying
01-12 --> A-Finale (12 drivers)
13-25 --> B-Finale (13 drivers)
26-37 --> C-Finale (12 drivers)
38-49 --> D-Finale (12 drivers)

So after finales-arrangement is made, we have to do "last chance" for B-finalist to bump-up the fastest driver to A-Finale before we start with lowest finales (3 runs). Lower finales have 12 drivers, A-Finale has 13 drivers.
